Does anyone know if Hanchi Blou (Blue Alley) is an area or is it an actual street?

Evidently "Hanchi Blou" is the name of a local foundation on Aruba. There is a story on the web that says they are going to spend $3 million dollars to renovate the building called Flor Di Oriente and other buildings nearby. The building was originally used by the Portuguese society of Aruba over 100 years ago. It is now fronted by a traditional Aruban Rum shop. The story says the buildings and a small alley that seperate them will become a cultural center and home for the Caribbean University of Aruba. The story does not give an address. It does say it is in Oranjestad.

ok, now i know, it is the area by kentucky fried chicken (sorry, KFC), by the court house, not far from san francisco church....
