Yes, but you will not have as good of an experience with scratched lens, foggy lens, fins that don't fit and rub blisters, snorkels that don't purge correctly, etc.

There are palapas at Boca Catalina, Malmok, Mangel Halto. Huts at Arashi. We bring chairs from home and go to these areas because we prefer them to the busier hotel areas.

Don't worry about sharks in Aruba. Rarely have any been sighted and when you couple that with the fact that many people are snorkeling and diving every day, it's remarkable.
