I'm Confused

OK, so in doing our research when we were looking to buy the condo, I read that we could stay in Aruba for up to 180 days with no problem. Then, my wife sends me a sheet from DIMAS dated May 26, 2015 saying we need approval to stay more than 30 days. Tried to upload the sheet but it's too big.

So what's the deal?
